How one-way car rental in Montenegro works

One-way car hire in Montenegro lets you pick up your rental car in one city and drop it off in another. We cover 32 pickup points across the coast, interior and mountain north (Tivat Airport, Podgorica Airport, Kotor, Budva, Bar, Herceg Novi, Ulcinj, Kolašin, Žabljak and the smaller villages in between), and any one of them can act as either the collection or the drop-off in a one-way booking. No minimum rental period, no advance approval needed; the full fleet stays available regardless of which combination you pick.

For one way hire, the drop-off fee depends on the distance and the specific supplier; typically free for short hops, €30 to €100 for medium routes, and €80 to €180 for coast-to-mountain trips. Every point below can act as either a collection or a drop-off. The full fleet is available at the same per-day rate and the same insurance tiers. The only thing that changes is whether the operator charges a relocation fee, and many charge nothing for a one-way pickup and drop-off between town points, particularly on short hops and the popular routes. Both international airports work as one-way collection or drop-off points, and most one-way rentals begin or end at one of them. Tivat Airport sits right on the coast next to the Bay of Kotor, the closest start for the bay and the Budva Riviera. Podgorica Airport is inland, 12 km south of the capital, and the more convenient end point for anyone carrying on to the south coast or the mountains.

The fjord-like bay holds eight pickup points. Kotor's walled old town sits at the head of the inner bay, Perast on its quietest northern stretch, and Tivat with its airport directly across the water. Toward the open sea, Herceg Novi guards the western entrance, with the spa town of Igalo beside it, the shipyard village of Bijela a little to the east, Đenovići between them, and Krašići out on the Luštica shore.

Montenegro's main beach strip runs barely 20 km end to end, which makes it the easiest region for a short city-to-city one-way. Budva anchors it, with Bečići and Rafailovići just south around the next headland, then Pržno and the islet of Sveti Stefan. Further down the coast come Reževići, the long bay at Petrovac, and the undeveloped strand of Buljaricanear the Riviera's southern end.

The coast south of Budva runs down to the Albanian border. Bar is the main town and the ferry port for Italy, with Sutomore just north on its long sandy beach and Dobre Vode on the quieter stretch below it. Ulcinj sits at the far end, where the 12 km Velika Plaža runs on toward the border, a common one-way finish for travellers crossing into Albania.

Inland Montenegro is useful when a one-way starts or ends away from the coast. Podgorica, the capital, is the practical hub for the south and the main airport for off-season flights, a common drop-off for travellers flying out from there. Nikšić sits north-west of it, the bridge between the coast and the mountain north and the natural staging point for a Durmitor or Piva canyon loop.

Northern Montenegro covers the gateways to Durmitor National Park and Biogradska Gora. Kolašin is the ski and spa town on the main highway, an easy first or last stop on a northern circuit. Žabljak is the higher base deeper in the massif, the staging point for the Tara Canyon and the Durmitor peaks, and a popular one-way end for travellers looping back to the coast.

What is not supported

Cross-border drop-offs are not available. Cars rented from Montenegro must be returned to one of the 32 Montenegro pickup points; you cannot drop the car off in Dubrovnik (Croatia), Trebinje (Bosnia), Tirana (Albania), or any other country, even if you crossed the border during the rental with a cross-border permit.

Most travellers who fly out from Dubrovnik return the Montenegro car at Tivat Airport or Herceg Novi the day before, then take a transfer or bus across the border for the flight. The drive from Herceg Novi to Dubrovnik Airport via the Debeli Brijeg crossing is about 45 minutes plus border time, so a morning car return and an afternoon flight from DBV is a routine combination; the cross-border guide covers queue patterns and crossing options.

If you are flying both in and out of Dubrovnik, the simpler option is to skip the Montenegro one-way altogether and rent at Dubrovnik Airport, returning the car to the same terminal. A Dubrovnik Airport car rental collected and dropped at the airport avoids the border return and any one-way fee, and you can still drive down into Montenegro for the day on a cross-border permit.

Is there a minimum rental period for a one-way booking?

No. One-way car hire in Montenegro carries no extra minimum-day requirement; the same one-day minimum that applies to standard bookings applies here. You can pick up in the morning and drop off the same evening at a different location if your trip is that short.

How is the drop-off fee calculated?

Each supplier in the marketplace sets their own one-way drop-off charge, typically based on the distance between pickup and return points. Some price it per kilometre, others use flat-fee zones. The booking widget calculates the exact fee for the specific car and route you choose, and displays it at the booking step before payment.

Are all 32 pickup points always available as drop-offs?

The network covers all popular pickup and drop-off points across Montenegro. The full list of pickup points functions as a list of drop-off points too, since one-way bookings draw from the same network. If a specific combination is not bookable for the supplier you select (rare), choose a different supplier with the same vehicle class.

Does the one-way fee affect my deposit or insurance?

No. The one-way fee is separate from the security deposit and from your insurance tier. The deposit is held the same way regardless of pickup or drop-off location; the four insurance tiers (Minimum, Basic, Full, Full Plus) are also unchanged for one-way bookings.

Can I change the drop-off location after pickup?

In most cases the drop-off location is set at booking and changing it during the rental requires the supplier's approval and a recalculated fee. If your plans change mid-trip, contact the supplier directly using the number on your rental agreement; some accept the change, some do not.
