Bijela sits in the western bay near the Kamenari ferry, a useful base if your trip combines Herceg Novi with cross-border days into Croatia; if you plan to drive over, check the cross-border permit rules before you book so the right cover is on the car.

The tight bay-road passing favours a compact hatchback over anything wide.

Your hire car in Bijela

The simplest way to set up a Bijela stay is to rent a car at Tivat Airport and cross on the Kamenari ferry, reaching the village within the hour. From the bay shore road the key routes open immediately: west to Herceg Novi in under 10 minutes, east to the Kamenari terminal in 5, and across the water to Tivat and the coast road south in around 40 minutes. The ferry runs vehicles continuously from 6 am to midnight and costs around €5 per car. In high summer the Kamenari queue builds between 11 am and 3 pm on weekends, and the overland alternative goes around the head of the bay via Kotor and adds roughly 45 km, taking about 90 minutes, worth keeping in mind when the ferry wait approaches half an hour.

Renting for the full stay makes practical sense here. Bijela has no large hotels, and accommodation is private apartments, and for the restaurants, waterfront promenade, and evening bars you will drive to Herceg Novi or Igalo regardless. A rental car also makes the broader bay day trip practical, with east to Kotor from Bijela, south around the inner bay, and back via the ferry running roughly 120 km, one of the better self-drive routes in the country.

A working village on the bay

Bijela is a coastal settlement in Herceg Novi municipality, sitting roughly 6 km east of the old town along the bay road and 4 km west of the Kamenari terminal. The permanent population is around 3,700, making it one of the larger settlements on the northern shore. The name means white in Montenegrin, a likely reference to the pale limestone ridges of the Orjen massif that rises immediately to the north, its upper slopes holding snow until late spring. The village sits below the Adriatic Highway, mostly within 200 to 300 metres of the water. Supermarkets, pharmacies, a post office, cafes, and restaurants give it the infrastructure of a working town rather than a resort. Pebble beaches run along the foreshore with sun-bed hire in season, and the water quality in this part of the bay is generally good.

The Adriatic Shipyard

The defining feature of Bijela's waterfront is the Adriatic Shipyard, established in 1927 and the largest ship repair facility in Montenegro. At its Yugoslav-era peak the yard employed over 900 workers and operated floating docks capable of lifting vessels up to 33,000 tonnes. The facility declined through the 1990s, went through bankruptcy in 2020, and was subsequently taken over by Adriatic 42, which repositioned it as a superyacht repair and refit yard. Operations in the new configuration began in late 2022. The transformation fits the broader shift in the Bay of Kotor since Porto Montenegro opened, and the bay now increasingly serves the high end of the Mediterranean sailing market. The yard's presence still defines Bijela's character, though the heavy industrial atmosphere of the Yugoslav decades has given way to something quieter.

The view from the northern shore

From the waterfront at Bijela the view south looks directly across to the Luštica Peninsula, its ridge descending to the water with the open Adriatic visible through the gap between the peninsula and the Prevlaka headland in Croatia. To the east the bay narrows toward Kotor and the mountains close in, and to the west the shore road follows the water all the way to Herceg Novi. The Orjen massif crowds the northern skyline, though its full scale is better seen from the water or from the ferry crossing midway across the bay.

The bay road and the ferry

The main road through Bijela is the coastal route linking Kamenari to the east with Djenovići and Igalo to the west. Traffic from the Tivat direction crosses on the Kamenari to Lepetane ferry and runs west through Bijela as the first substantial settlement after the crossing. Outside July and August the road is relaxed, with two lanes, a good surface, and a continuous sea view south across to the Luštica Peninsula. In peak season, ferry-related congestion backs up along the eastern approach on summer weekends, and arriving at the Kamenari terminal before 10 am or after 5 pm mostly avoids the queues. The ferry runs around the clock, with a continuous daytime service and hourly sailings overnight.

Bijela car rental

Bijela's bay road position makes a rental car the natural way to use the northern shore. Car rental puts the Kamenari ferry 5 minutes east and Herceg Novi 10 minutes west, and Igalo's spa beach is 8 minutes in the same direction. Tivat and the Budva Riviera are within the hour via the ferry crossing. The northern bay drive east to Kotor, south around the inner bay, and back through Kamenari, runs around 120 km, a full day's driving on well-surfaced roads with no mountain sections between Bijela and any of the main bay destinations.

Common routes from Bijela

Herceg Novi old town (under 10 minutes)

Six kilometres west along the bay road reaches the old town and waterfront promenade at Herceg Novi. The drive sits on a two-lane coastal route with a continuous bay view, and Igalo's spa beach falls midway along.

Kamenari ferry to Tivat (under an hour)

Four kilometres east reaches the Kamenari ferry terminal, where the five-minute vehicle crossing to Lepetane drops you onto the southern shore. Tivat and the airport are roughly forty minutes door to door when the queue is light, with sailings running 6 am to midnight and overnight every hour.

Perast and Our Lady of the Rocks (half day)

Eight kilometres east along the inner-bay road leads to Perast, with the boat jetty for Our Lady of the Rocks a short walk from the village car park. The route stays on well-surfaced two-lane road through Risan and the inner bay.

Full bay loop via the ferry (most of a day)

Around 120 km in total, running east to Kotor, south around the inner bay, and back via the Kamenari ferry. The drive has no mountain sections, suits a relaxed pace, and is one of the better self-drive routes in the country.

Insurance on the Bay of Kotor road

The bay road that threads through Bijela between Herceg Novi and Kotor is the village's main artery, and in summer it carries steady through-traffic right past the waterfront. Bijela is also home to the bay's largest ship-repair yard, so there is working traffic on the road year-round. Stop-start queues and tight passing are where small knocks happen, all routine for collision cover. The Kamenari ferry sits just to the east if you would rather cross the bay than drive around it.

Loose chippings thrown up on the bay road are the usual cause of windscreen damage, which standard CDW excludes, and what your car rental insurance covers if you want glass included.

When does Bijela make sense as your base?

Bijela rewards travellers who want a still corner of the inner bay with quick links to everywhere else, with a pebble beachfront that runs right below the village, the Kamenari ferry cutting across to the southern shore in minutes, and light traffic year-round. Rent a car in Bijela and the rest of the bay opens up: the marina resort at Tivat is a short hop south once the ferry lands, and the walled old town of Kotor is an easy run deeper into the bay.
