Montenegro is small enough to drive end to end in three hours and varied enough to need a car for most of it. We have operated car rental collection points across the country since 2007: 32 pickup locations covering both international airports, every populated bay-side village, the beach resorts south of Budva, the southern coast, the capital, the interior, and the mountain bases that open the national parks.

Where you collect matters. The wrong pickup costs a morning in arrival-day traffic; the right one drops you ten minutes from your hotel with the day intact. The choice usually comes down to which airport your flight uses, where your accommodation sits, and whether you want the longest drive at the start or the end of the trip.

Before you book at any location

Three things apply at every pickup point in the network: how insurance and the deposit work, whether one-way drops are supported between cities, and where free hotel delivery is offered.

Insurance and deposit

Every booking includes free Minimum third-party liability cover, regardless of pickup location, vehicle class or rental length. Three paid upgrades are available per car: Basic (around €8/day) adds collision damage cover with a limited excess, Full Coverage (around €10/day) further reduces driver liability, and Full Coverage Plus (around €25/day) is zero-deposit zero-excess.

The standard refundable cash deposit on the lower tiers is around €100, taken at pickup and released back when the car is returned in the same condition. Full Coverage Plus removes the deposit entirely. Personal Accident Insurance for passenger medical cover is a separate add-on at €14/day.

Cross-border travel

Cross-border travel into Croatia, Bosnia, Serbia, Albania, or Kosovo requires a paid permit covering the relevant countries. Three permit tiers are available: neighbouring countries (Croatia, Bosnia, Serbia); an extended tier that adds Albania and Kosovo; and a full tier covering all EU countries and Switzerland. The Green Card insurance certificate is included with the upper tiers. We do not pick up at Dubrovnik Airport, but travellers flying into Dubrovnik often collect at our Herceg Novi pickup, a 35-minute drive across the Debeli Brijeg border crossing.

Delivery and airport pickup

Delivery to your hotel, Airbnb, ferry terminal, train station, or marina is free on most cars within the town limits of any pickup point. At Tivat and Podgorica airports, the supplier meets you on arrival; the exact meeting point is confirmed in your booking. The handover takes around ten minutes, including a walk-through of the vehicle and the rental contract.

Tivat, Podgorica and Dubrovnik Airport car rental

We run airport car rental at three gateways for Montenegro, Tivat and Podgorica inside the country and Dubrovnik just over the Croatian border. Tivat Airport (TIV) is the closest collection for the Bay of Kotor and the beach coast around Budva, 5 minutes to Tivat town, 30 minutes to Kotor, 40 minutes to Budva, and 1 h 15 min to Herceg Novi. Tivat Airport car rental handles peak charter traffic from May to September. Podgorica Airport (TGD) is the capital hub, 12 km south of the city centre and the better choice for the south coast, Niksic, Skadar Lake, and the Durmitor mountains. Podgorica Airport car rental runs year-round with stronger off-season connections from northern Europe.

Flying into Dubrovnik in Croatia for the cheaper international connections? You can rent a car straight at the terminal for a round trip with Dubrovnik Airport car rental, pick up and drop back at Dubrovnik, with Dubrovnik city pickup also available. For a Montenegro-registered car instead, collect at Tivat or Podgorica, or at our Herceg Novi car rental point a short drive over the border.

The Bay of Kotor is Montenegro's UNESCO-listed coastal fjord, a 28 km horseshoe of mountains and water with eight pickup points along the shoreline. Kotor sits at the inner end of the bay below Lovcen mountain, with its walled medieval old town and the climb to St John's Fortress above the rooftops. Perast is 12 km north on the bay's quietest stretch, opposite the twin islands of Our Lady of the Rocks and St George. Tivat faces Kotor across the inner bay, home to Porto Montenegro marina and the airport. Herceg Novi guards the western bay entrance, walled, fortified, and the closest pickup point for travellers arriving from Croatia.

Smaller bay-side villages with collection points include Igalo, the spa town adjoining Herceg Novi; Bijela, the working shipyard village 8 km east; Djenovici, a quiet residential strip between Igalo and Bijela; and Krasici, the small fishing village on the Luštica peninsula across from Tivat. Compact cars are the best fit for the bay's tight medieval lanes and steep village roads, particularly inside Kotor's walls and along Perast's single waterfront street. Kotor car rental is the most popular pickup in the bay, with Herceg Novi as the natural alternative on the western side of the bay. Free in-town delivery on most cars applies for any address inside the pickup point's town limits.

Budva and the resort coast car rental

The coast immediately south of the Vrmac tunnel is a 25 km stretch of beach resorts, with Budva as the central hub. Budva is Montenegro's beach capital: 17 Adriatic beaches, a walled 15th-century old town, and the nightlife strip that draws the country's summer crowds. Becici is the adjoining resort 2 km south, a long sandy strand backed by hotels with easier parking than central Budva. Buljarica is further south past Petrovac, a 2.25 km undeveloped beach where the Sea Dance Festival is held at the end of summer.

Tivat Airport is 35 km north of Budva via the coast road; the drive takes about 40 minutes outside summer traffic. Podgorica Airport is 60 km inland via the Sozina tunnel motorway. Compact and mid-size vehicles handle this resort coast comfortably; beach car parks along the route are large enough for any vehicle, though Budva's old-town quarter is pedestrianised in summer and parking moves to the outer car parks. Budva car rental is the most common pickup on this stretch, with Sveti Stefan car rental as a quieter alternative for travellers basing on the central coast.

Southern coast car hire pickup points

South of Budva, the coast opens out into Montenegro's quieter beaches and the run-up to the Albanian border. Bar is the south coast's main town and the ferry port for connections to Bari in Italy. Sutomore sits 10 km north of Bar, a long sandy beach popular with Serbian summer visitors arriving on the Belgrade rail line. Dobre Vode is 15 km south of Bar, an undeveloped stretch where the access road is unsigned and a hire car is the only practical way in. Ulcinj is the last town before Albania, with the 12 km Long Beach (Velika Plaza) and a fortified old town built on a peninsula.

The south coast is the natural fit for Podgorica Airport pickup: the Sozina tunnel motorway puts Bar 55 minutes from arrivals, and Ulcinj 1 h 15 min. Tivat Airport works too, but the coast-road drive is 1 h 40 min to Bar and the route is slower through Budva. Mid-size vehicles are comfortable on the south's flatter, faster roads. Bar car rental and Ulcinj car rental are the two main town pickups in this stretch, both convenient for the Adriatic ferry, Skadar Lake, and the Albanian border crossings.

Central Montenegro car rental

Two inland pickup points cover Montenegro's interior. Podgorica is the capital, sitting on the Zeta plain at the confluence of the Moraca and Ribnica rivers. Skadar Lake National Park begins 15 km south-east, Ostrog Monastery is 67 km north-west, and the Cijevna Canyon is 20 minutes north of the centre. The city itself is 12 km north of Podgorica Airport, making the in-town pickup the most direct collection for anyone whose first stop is the capital.

Niksic is Montenegro's second-largest city, 55 km north-west of Podgorica on the road into the Durmitor mountains. The Bedem Fortress and the Trebjesa park sit at the south edge of the city, with the Niksicko brewery and Lake Krupac just outside town. Niksic is the staging point for Durmitor, Piva Lake, and the northern mountain roads, and inland rental rates are typically lower than on the coast. Podgorica car rental works best for travellers basing in the capital and combining inland day trips with the southern coast; Niksic car rental is the cheaper alternative for mountain-focused itineraries that head straight north into Durmitor.

Two mountain pickup points cover the national parks. Kolasin is the alpine resort town 70 km north of Podgorica via the E65 motorway through the dramatic Moraca Canyon. The town is the gateway to Biogradska Gora National Park (the primeval forest of the Bjelasica range) and to two linked ski areas, Kolasin 1450 and Kolasin 1600, for the winter season.

Zabljak is the highest pickup point in Montenegro at 1,456 metres, sitting inside Durmitor National Park. The town is the base for the Black Lake (10 minutes from the centre on foot), the Tara River Canyon rim, and the full Durmitor mountain loop. Drive time from Podgorica Airport is around 2 hours via Kolasin; from Tivat Airport, around 3 hours via Niksic. Mountain roads are narrow and occasionally gravel after heavy rain; an SUV is recommended for any off-tarmac driving, and a compact handles the main paved routes to Zabljak in summer if driven carefully. Kolasin car rental and Zabljak car rental are the two highest-altitude pickups in the country, both equipped with winter packs (snow tyres and chains where required) during the season.

Which airport should I fly into for Montenegro?

Tivat Airport for the Bay of Kotor, Budva, and the western coast. Podgorica Airport for the capital, the south coast, the interior, and the mountains. You can also rent at Dubrovnik Airport in Croatia for a round trip, often the cheaper international arrival, or collect a Montenegro car at our Herceg Novi point over the border.

Is hotel delivery free?

Yes, within the town limits of any of our 32 pickup points. Delivery to your hotel, Airbnb, marina, ferry terminal, or train station is usually included in the rental rate. Give us your address when you book and we confirm the location before pickup.

Can I drop the rental car off in Croatia, Bosnia, or another country?

No. Cross-border permits allow you to drive into Croatia, Bosnia, Serbia, Albania, or Kosovo and back, but the rental must be returned to a Montenegro pickup point. One-way drops within Montenegro are supported (most commonly between Podgorica Airport and city addresses, or between the airport and Tivat town); genuine international one-way drops aren't offered. Pickup at both Tivat Airport and Podgorica Airport is handled on arrival; the supplier confirms the exact meeting point in your booking email. The handover takes around ten minutes, covering documents, a walk-through of the vehicle, and the rental contract.

Do you cover the northern mountain towns?

Niksic and Kolasin are our northernmost permanent pickups; Zabljak is the highest. For Pluzine, Pljevlja, Mojkovac, and Berane we can deliver the car to your accommodation with the fee quoted at booking, or you collect at one of the permanent pickups and drive up yourself.

Can I pick up at one location and drop off at another?

Yes. Every one of the 32 Montenegro pickup points can act as either pickup or drop-off in a one-way booking. The drop-off fee depends on distance and supplier; for short hops it is often free. Plan a route on the one-way route planner for fee brackets between any two pickup points.
